    San Miguel de Allende, Gto., March 19, 2020.- The Municipal Government led by President Luis Alberto Villarreal García, held various meetings with representatives of different economic sectors to announce new sanitary and administrative measures.

    The agreed upon measures and which come into effect as of Friday, March 20, are as follows:

    1. All events in public spaces are canceled, including those organized by the municipality and by individuals: religious events and processions, classes, concerts, conferences, courses, sports training, exhibitions, fairs, festivals, alleys, forums, inaugurations, tournaments among others.

    2. Suspension or restriction of services for the general public when such services represent a high health risk and there is not an urgent need: auditoriums, libraries, community centers, cultural centers, gyms, nurseries, among others.

    3.     4. Bars, canteens, nightclubs, casinos and beer dispensaries will be closed, until further notice.

    5. Recreational sports and entertainment centers, such as private cinemas and theaters, private sports courts and gymnasiums, as well as swimming pools and spas will be closed until further notice.

    6. We will verify that restaurants and closed spaces comply with sanitary filters and the recommendations of the Ministry of Health. In case of non-compliance, the establishment will be sanctioned according to regulations.

    General Health Council declares national health emergency to epidemic due to coronavirus COVID-19
    Today was held the plenary session of the General Health Council (CSG) led by the President of the Republic, Andrés Manuel López Obrador, where it was recognized as a health emergency due to force majeure to the epidemic of disease generated by the SARS-CoV-2 virus (Covid-19).

    The Council agreed on extraordinary measures throughout the national territory, including the immediate suspension, from March 30 to April 30, 2020, of non-essential activities in the public, private and social sectors, in order to mitigate dispersion and transmission of the SARS-CoV-2 virus in the community, to reduce the burden of disease, its complications and death from COVID-19 in the population residing in the national territory.

    Measure 1:

    SECOND ARTICLE.- The strategy consists of reopening activities in a gradual, orderly and cautious manner, considering the following stages:

    i) Stage 1.- Starts on May 18, 2020, with the reopening of activities in the municipalities in which no cases of COVID-19 have been presented and that, in addition, are not in the vicinity of municipalities with cases of COVID-19;

    THIRD ARTICLE.- The traffic light to which the First and Second Articles refer and which is incorporated as an Annex to this Agreement, establishes through colors the appropriate health security measures for work, educational activities and the use of public space, among others.

    ARTICLE FOUR.- It is established as an extraordinary action that the activities of the construction industry, mining and the one related to the manufacture of transport equipment, will be considered essential activities.

    Companies engaged in the activities referred to in the preceding paragraph, may start work on June 1, 2020.

    Likewise, from May 18 to 31, 2020, said companies will implement the guidelines for health security in the workplace, published by the Ministry of Health, in coordination with the Secretariats of Economy and Labor and Social Welfare, as well as with the Mexican Social Security Institute.

    ARTICLE FIVE.- The municipalities in which, as of May 18, 2020, no COVID-19 cases have been presented and that, in addition, are not in the vicinity of municipalities with cases of COVID-19, may resume school activities, the mobilization in public spaces, closed or open, as well as the essential and non-essential work activities of its population.

    The Ministry of Health, no later than May 17, 2020, through a technical statement to be published on the page www.salud.gob.mx, will announce which are the municipalities referred to in the preceding paragraph. Likewise, the Ministry of Health, in coordination with the health authorities of the federal entities, will establish specific COVID-19 prevention and control measures for these municipalities.

    In municipalities with an indigenous population, the " Guide for the care of indigenous and Afro-Mexican peoples and communities in the face of the health emergency caused by the SARS-CoV2 virus " must also be put into practice.

    TRANSIENT

    FIRST.- This Agreement shall enter into force on the day of its publication in the Official Gazette of the Federation and shall be in force until the contingency that originated it is declared terminated.

    San Miguel de Allende, Gto., May 20, 2020.- San Miguel de Allende remains a benchmark in the timely implementation of measures that retain the impact of the Covid-19 pandemic; now also to achieve the prompt economic recovery of the municipality

    The plenary session of the City Council unanimously approved the "General Safety and Health Measures for the Reactivation of Establishments" and the "Protocol for Sanitary Filters entering the municipality"; in the first video session in the history of San Miguel de Allende.

    The municipal president, Luis Alberto Villarreal announced that the reopening will be in 4 phases that are still detailed with the tourism, economic, social sector and the State Health Secretariat to establish execution dates.

    He anticipated that it will be gradually, orderly, cautious and responsible so as not to put citizens at risk, so that each phase and measure will be constantly evaluated.

    The establishments must have a "Health and Safety Certification" that will be issued by a committee made up of representatives of the Sanitary Jurisdiction, Civil Protection, Tourist Council and the Directorate of Economic Development, International Relations and NGOs.

    PHASES

    Phase 0

    They will open:

    Markets and shopping malls, restaurants, restaurant bar, loncherias, taquerias, tortillerías, bakeries, patisseries, cafes, candy stores, ice sales, paleterías and ice cream parlors, grocery and miscellaneous stores, nutrition centers, pharmacies, medical offices, laboratories, articles medical articles, cleaning, crafts, hardware and hardware stores, construction materials, hairdressers and barbers, stationeries, bonnets, haberdashery, clothing stores, shoe stores, gift shops, toy stores, flower shops, watches, locksmiths, parts stores, gas stations, gas stations, workshop mechanics, tires and derivatives, blacksmiths, carpentry, furniture stores, jewelers, shopping malls, cyber, telephone centers, self-service centers and public parking lots.

    Phase 1

    They will open:

    Hotels, Public Parks, Cinemas, Theaters, Libraries, cultural centers, Churches and religious centers, Centers of Congregation of People (should not exceed 10 people).

    Phase 2

    They will open:

    Sports centers such as gyms, public courts in the neighborhoods and communities.

    Phase 3

    They will open:

    Canteens, bars, nightclubs, watering holes, jaripeos, dances, public and private events, rental houses and accommodation in any of its modalities including Air B & B, museums, SPA, massage centers, tourist tours, Balloon Rides, Walks and other tourist activities.

    SMA ENTRY FILTER PROTOCOL

    The Protocol for Sanitary Filters entering the municipality contemplates monitoring the main entrances to the municipality: Querétaro, Celaya-Comonfort, Guanajuato, Dolores Hidalgo, Dr. Mora), and Central de Autobuses with a team made up of personnel from the National Guard, Police Municipal, Civil Protection and Ministry of Health.

    It includes the communication to the crew of the vehicles that intend to enter the municipality, about the health protocols, they will take their temperature and the staff of the Ministry of Health will know the reason for their visit.
