General Health Council declares national health emergency to epidemic due to coronavirus COVID-19
Today was held the plenary session of the General Health Council (CSG) led by the President of the Republic, Andrés Manuel López Obrador, where it was recognized as a health emergency due to force majeure to the epidemic of disease generated by the SARS-CoV-2 virus (Covid-19).

The Council agreed on extraordinary measures throughout the national territory, including the immediate suspension, from March 30 to April 30, 2020, of non-essential activities in the public, private and social sectors, in order to mitigate dispersion and transmission of the SARS-CoV-2 virus in the community, to reduce the burden of disease, its complications and death from COVID-19 in the population residing in the national territory.

The CSG asked the different federal government agencies and the three levels of government within their respective competencies to provide support for the success of the declaration, taking the necessary measures under a coordinated strategy and aligned with the values ​​and commitments of the current administration.

The Government of Mexico reiterates to citizens the need to abstain from activities outside the home, maintain a healthy distance and basic hygiene measures, in order to avoid a greater number of infections.

Health Safety Measures
Measure 1:
The immediate suspension is ordered, from March 30 to April 30, 2020, of non-essential activities in the public, private and social sectors, in order to mitigate the spread and transmission of the SARS-CoV-2 virus in the community, to decrease the burden of disease, its complications and death from COVID-19 in the population residing in the national territory.

The following are considered essential activities for this measure:

• Subsection a): Those that are directly necessary to attend the health emergency, such as the work activities of the medical branch, paramedical, administrative and support throughout the health sector, public and private. So also as those who participate in their supply, services and supplies, among that highlight the pharmaceutical sector both in its production and its distribution (pharmacy); the manufacture of supplies, medical equipment and technologies for health care, as well as those involved in the proper disposal of biological-infectious hazardous waste (RPBI), as well as cleaning and sanitization of medical units at different levels of care.
• Subsection b): Those involved in public security and citizen protection; in the defense of integrity and national sovereignty; the procurement and delivery of justice, as well as legislative activity at the federal and state levels.
• Subsection c): Sectors considered essential for the fundamental functioning of the economy: financial, tax collection, distribution and sale of energy, gas and gas stations, generation and distribution of drinking water, food and non-alcoholic beverages industry, markets food, supermarkets, supermarkets, grocery and prepared food sales; passenger and cargo transportation services; agricultural and livestock production, agro-industry, chemistry, cleaning products; hardware stores, courier services, guards in private security tasks; nurseries and nurseries, asylums and stays for the elderly, telecommunications and the media, private emergency services, funeral and burial services, storage and cold chain of essential supplies, logistics (airports, ports and railways), as well as activities whose suspension may have effects irreversible for its continuation.
• Subsection d): The operation of government social programs.
• Subsection e): The conservation and maintenance of critical infrastructure that ensures the production and distribution of essential services such as: drinking water, electricity, gas, oil, gasoline, jet fuel, basic sanitation, public transport, hospital and medical infrastructure for first level, among others that could be defined under this category.

Measure 2:
In all the sectors and activities defined as essential, the following actions must be applied: not to hold meetings or congregations of more than 50 people, frequent hand washing, sneezing or coughing by applying the respiratory label, remote greeting (do not greet with a kiss, hand, or hug) and all other healthy distance measures in force and issued by the Federal Ministry of Health.

Measure 3:
All the population residing in the Mexican territory, including those who arrive at it from abroad, and who do not participate in essential work activities, are urged to comply with co-responsible domiciliary protection from March 30 to April 30, 2020. It is understood as domiciliary protection. co-responsible for the voluntary limitation of mobility, staying in the private home as much of the time as possible.

Measure 4:
Co-responsible home protection is strictly applied to anyone over 60 years of age or with a diagnosis of hypertension, diabetes, heart or lung disease, immunosuppression (acquired or provoked), in a state of pregnancy or immediate puerperium, regardless of whether your work activity is considered essential. Essential public interest personnel may voluntarily report to work.

Measure 5:
Once the suspension of non-essential activities and the co-responsible domiciliary protection have ended, the Ministry of Health, in agreement with the Ministry of Economy and the Ministry of Labor, will issue the guidelines for a staggered and regionalized return to labor, economic and social activities. of the entire population in Mexico.

Measure 6:
All censuses and surveys to be carried out in the national territory, which involve the mobilization of people and the physical (face-to-face) interaction between them, must be postponed until further notice.

Measure 7:
All measures must be applied with strict respect and adherence to human rights.

The White House coronavirus response coordinator said Monday that she is “very worried about every city in the United States” and projects 100,000 to 200,000 American deaths as a best case scenario.

In an interview on “TODAY,” Dr. Deborah Birx painted a grim message about the expected fatalities, echoing that without doing any measures they could hit as high as 2.2 million, as coronavirus cases continue to climb throughout the U.S.

“I think everyone understands now that you can go from five to 50 to 500 to 5000 cases very quickly,” Birx said.

“I think in some of the metro areas we were late in getting people to follow the 15-day guidelines” she added.
