A couple of excerpts on Impunity (North America seems pretty bad in general).

The results of the Global Impunity Index (GII 2020) indicate, as did the reports for 2015 and 2017, that Mexico is characterized by very high levels of impunity. Although Mexico now ranks in 60th place out of 69 countries studied (in 2017 it was 66th), this simply reflects fluctuations between the cases studied. First among the adults supporting them are their parents, of course.

We have some strong chess players that work / play chess with them including Stuart Marguiles when he is in town. Stuart is the co-author of the best selling chess book of all time and a very strong chess master. Other players here in SMA, both Mexican and foreigners, have contributed to their development by playing against the sisters.

Also the owner and all the folks at Cafe Murmullo have been very accommodating by allowing us to meet and play / practice / study chess every Saturday and at other times at their excellent coffee shop / restaurant!

My understanding is that the only option for an in person U.S. Notary is the consulate.

You might check with the other party in your transaction to see if a virtual notary would be acceptable.

Also, I have seen statements from Ángel Marín Díaz of Inmtec to the effect that they can provide a service that may be acceptable to the other party. I don't fully understand what he is referring to, or the cost and I may be confused but it may be worth checking out.
